Abstract
Florida is one of only two US states with system-wide privatization of child welfare services. A gap analysis of a local child welfare system was urgently needed to further understanding of the dynamics of children’s services in the local geographic area. As a necessary step towards planning for continuous improvement in the system of care for children and families, this research sought to determine the strengths and weaknesses with the current child welfare system and to recognize the key issues faced by the communities, families, and institutional structures involved in this privatized child welfare system. Qualitative focus group interviews provided the data from which the authors make recommendations regarding the system of care for children and families and note the gaps found in the system as well as beneficial aspects perceived by the focus group members.
