Leading by example The oft-cited ‘democratic deficit’ of the EU has its roots in the non-existence of a European public that is able to discuss European politics and thus not only legitimise European politics and policies, but also European politicians. This is why democrats all over the world, that is to say, people who believe in the power of collective decision-making and the importance of dialogue and deliberation, think of the EU as an unfinished project – but also as a promise
